The International Trade Administration (ITA) has issued a notice that amends its preliminary antidumping (AD) duty determination on certain circular welded carbon quality line pipe from the Republic of Korea (Korea) in order to correct significant ministerial errors with respect to the Hyundai HYSCO (Hyundai) and "All Others" rates.

As a result of these corrections, the preliminary determination is changed to negative (from affirmative), as sales are determined to have occurred at not less than fair value.

Liquidation No Longer Suspended, AD Cash Deposit/Bond No Longer Required

The ITA states it is directing U.S. Customs and Border Protection (CBP) to not suspend liquidation of imports of all subject merchandise from Korea with a time of entry on or after November 3, 2004, nor require an AD cash deposit or the posting of a bond for entries of subject merchandise with a time of entry on or after November 3, 2004.

According to the ITA, the amended preliminary AD rate for Hyundai is now de minimis (1.31%); its previous preliminary AD rate had been 6.49%.

The amended preliminary AD rate for "All Others" is now zero; the previous preliminary "All Others" rate had also been 6.49%.

(For the other mandatory respondent, SeAH Steel Corporation Ltd., liquidation was never suspended, nor AD cash deposit or bonding required, as its preliminary AD rate was de minimis (1.19%).)
