AD: China Automotive Replacement Glass Windshields

The International Trade Administration (ITA) has issued the final results of the antidumping (AD) duty administrative review of automotive replacement glass windshields from China for the period of September 19, 2001 to March 31, 2003.

ITA sources explain that this rate applies to subject merchandise when Peaceful City, Ltd. (Peaceful City) is exporter and Dongguan Kongwan Automobile Glass Ltd. (Dongguan Kongwan) is producer.

Pilkington JVs is composed of: Changchun Pilkington Safety Glass Company, Ltd.; Shanghai Yaohua Pilkington Autoglass Company, Ltd.; Wuhan Yaohua Pilkington Safety Glass Company, Ltd.; and Guilin Pilkington Safety Glass Company, Ltd.

(a) a preliminary de minimis rate of 0.13%, no AD cash deposit required, but liquidation will remain suspended.

(b) For previously reviewed or investigated companies not listed above, the cash deposit rate will continue to be the company-specific rate published for the most recent period;

(c) If the exporter is not a firm covered in this review, a prior review, or the original AD duty investigation, but the manufacturer is, the cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and

(d) If neither the exporter nor the manufacturer is a firm covered in these or any previous reviews, the cash deposit rate will be the "all others" rate of 124.5%.

Assessment Instructions for Review Period (09/19/01 - 03/31/03)

The ITA will determine and CBP will assess AD duties on all appropriate entries of subject merchandise from Korea. The ITA adds that it will issue appraisement instructions directly to CBP within 15 days of publication of the final results of this administrative review.
