2. Departure of EU Trade Commissioner May Cloud U.S.-EU Trade Relationship

The Wall Street Journal (WSJ) reports that the U.S.-European Union (EU) trading relationship may be clouded by the departure of the EU Trade Commissioner Pascal Lamy at the end of October 2004. According to the WSJ, U.S. Trade Representative (USTR) Robert Zoellick's amicable relationship with Lamy has served as a stabilizing influence on the trans-Atlantic trade situation. 3. State Department Designates al-Zarqawi Network as a Foreign Terrorist Organization, Etc.

The State Department has issued two notices stating that Jam'at al Tawhid wa'al-Jihad (aka Monotheism and Jihad Group, al-Zarqawi Network, and al-Tawhid) has been designated: (1) as a foreign terrorist organization pursuant to Section 219 of the Immigration and Nationality Act, and (2) as having commit or as posing a significant risk of committing acts of terrorism that threaten the security of U.S. nationals or the national security, foreign policy, or economy of the U.S., etc. pursuant to Executive Order 13224. 4. FMCSA Proposes to Amend its Motor Carrier Safety, Hazmat, Etc. Rules of Practice

The Federal Motor Carrier Safety Administration (FMCSA) has issued a supplemental notice of proposed rulemaking in which it is proposing to amend its rules of practice for motor carrier safety, hazardous materials, and other enforcement proceedings. The rule would apply to all motor carriers, other business entities, and individuals involved in motor carrier safety and hazardous materials administrative actions and proceedings with FMCSA. 5. President Issues Determination Concerning Libya

The Treasury Department has issued a notice announcing the issuance of Presidential Determination 2004-48 on October 6, 2004. In Presidential Determination 2004-48, the President determined that a waiver of the application of section 901(j)(1) of the Internal Revenue Code with respect to Libya is in the national interest of the U.S. and will expand trade and investment opportunities for U.S. companies in Libya and declared that he intended to grant such a waiver with respect to Libya. 6. Determination that Iraq Supports Acts of Int'l Terrorism is Rescinded

The State Department has issued a notice announcing that the Secretary of State, in accordance with Section 6(j) of the Export Administration Act of 1979, has rescinded the September 13, 1990 determination that Iraq is a country which has repeatedly provided support for acts of international terrorism. 7. FDA Public Meeting on Premarket Notification for New Dietary Ingredients in Dietary Supplements

The Food and Drug Administration (FDA) has announced that it will hold a public meeting on November 15, 2004 on its premarket notification program for new dietary ingredients (NDIs) in dietary supplements. The FDA is also requesting comments by December 3, 2004 on this topic.
