BIS Must Submit Biennial Report to Congress on Operation of Licensing System
BIS states that under the provisions of section 906(c) of the Trade Sanctions Reform and Export Enhancement Act of 2000 (TSRA), as amended, it must submit a report to Congress on the operation of the licensing system under Section 906(a) of the TSRA for the preceding two-year period. (See ITT's Online Archives or 01/16/02 news, 02011620, for BP summary of TSRA FAQs.)
BIS is currently preparing a biennial report on the operation of the licensing system for the two-year period from October 1, 2002 to September 30, 2004.
According to BIS, this report is to include the number and types of licenses applied for, the number and types of licenses approved, the average amount of time elapsed from the date of filing of a license application until the date of its approval, the extent to which the licensing procedures were effectively implemented, and a description of the comments received from interested parties about the extent to which the licensing procedures were effective, after holding a 30-day comment period.
Comments on System's Effectiveness Must be Received by October 28, 2004
BIS states that all comments received by October 28, 2004 will be considered in developing the report to Congress. Additionally, BIS requests that all comments be as specific as possible.
