U.S. Customs and Border Protection (CBP) has posted to its Web site a notice announcing the 2004/2005 aggregate cap for apparel made from Andean Trade Promotion and Drug Eradication Act (ATPDEA) fabric, fabric components, or components knit-to-shape, etc. from ATPDEA/U.S. yarns (HTS 9821.11.25). 2. Snow Days for the Port of New Orleans
CBP states that snow days have been granted to the Port of New Orleans due to Hurricane Ivan from 12:00 noon on Tuesday, September 14, 2004 through Thursday, September 16, 2004. As a result of this situation, CBP is extending one to three additional days without penalty for any late-filed entries and payment of duties that were due on 9/14/04 - 9/16/04. 3. Snow Days for Ports in Alabama
CBP states that snow days have been granted to the Ports of Mobile, Pascagoula and Gulfport in Alabama due to Hurricane Ivan from Tuesday, September 14, 2004 through Thursday September 16, 2004. The Port of Birmingham was closed on Thursday, September 16, 2004. As a result of this situation, CBP is extending one to three additional days without penalty for any late-filed entries and payment of duties that were due on 9/14/04 - 9/16/04 for the Ports of Mobile, Pascagoula and Gulfport, and one additional day for the port of Birmingham. The new due date for payments on these statements will be 9/17/04. 4. C-TPAT Reaches Milestone with Over 7,000 Members
CBP has issued a press release announcing that the Customs-Trade Partnership Against Terrorism (C-TPAT) has reached a milestone with over 7,000 members, making it the largest voluntary partnership between the government and private sector. CBP states that, currently, C-TPAT members include almost all major U.S. importers and cover over 50% by value of maritime cargo. 5. CBP Issues Fact Sheet on Most Significant Post-9/11 Accomplishments
CBP has issued a press release which serves as a fact sheet of its most significant post-9/11 accomplishments, which include: strengthening control of U.S. borders; improving selectivity, screening, and targeting; pushing the U.S.' zone of security outward; creating private/public sector and international partnerships; and establishing "One Face at the Border." 6. CBP Announces Success for ACE Periodic Payment Pilot Test
CBP has issued a press release regarding the success of the first three months of its pilot that allows CBP to collect duties and fees from participating importers and brokers using monthly statement and payment capabilities in the Automated Commercial Environment (ACE). CBP notes that these capabilities will now be offered to additional ACE participants. 7. CBP Posts its September 2004 Modernization Newsletter
CBP has posted to its Web site the September 2004 issue of its U.S. Customs and Border Protection Modernization newsletter. The September 2004 issue of this newsletter includes articles regarding: the August 25, 2004 approval of the operational usage of the periodic payment features in ACE; the e-Manifest pilot for trucks to begin in Fall 2004 in Blaine, WA; Buffalo and Champlain, NY; Detroit and Port Huron, MI; Laredo, TX; and Otay Mesa, CA; and the ACE Ambassador outreach to introduce automated truck manifest capabilities, beginning in September 2004.
