CBP Administrative Messages, Electronic Bulletin Board Notices, Etc

U.S. Customs and Border Protection (CBP) has posted to its Web site notices announcing the opening of the tariff-rate quotas (TRQs) on cotton and cotton card strips provided for under HTS Chapter 52, Additional U.S. Notes (AUSNs) 5 and 9, respectively, for the period September 20, 2004 through September 19, 2005. According to CBP, these TRQs opened on September 20, 2004 at 1:00 p.m. EDT, or its equivalent in other time zones.

1. 2004/2005 Cotton & Cotton Card Strips TRQs Opened September 20, 2004

The TRQ levels, the minimum access levels for specified countries, and the allocation for any country/area are also listed in these notices, as well as the related HTS Chapters 52 and 99 tariff numbers.

These notices also state that other than as provided for in the minimum access levels listed in these notices, articles that are the product of countries or areas who are not members of the World Trade Organization (WTO) shall not be permitted or included in the quantitative limitations set forth in these notices.

In addition, these notices state that imports from Canada, Chile, Mexico, Jordan, and Singapore are not subject to HTS Chapter 99, Subchapter IV, U.S. Note 1 and that imports from these counties should be presented as a type 02 entry using the high rate (over quota) HTS Chapter 52 number without the HTS Chapter 99 number and must be reported through the quota module of ACS.
