China: Wooden Bedroom Furniture
The International Trade Administration (ITA) is amending its preliminary affirmative antidumping (AD) duty determination on wooden bedroom furniture from China for a second time in order to correct significant ministerial errors for certain Section A respondents, resulting in, among other things, a new Section A rate. This amendment also adds two additional exclusions to the scope.

As a result, the ITA is expected to direct U.S. Customs and Border Protection (CBP) to continue to suspend liquidation of imports of subject merchandise with a time of entry on or after June 24, 2004, and to require a cash deposit or the posting of a bond at the below amended AD rate (equal to the weighted-average margin) for entries of subject merchandise with a time of entry on or after September 9, 2004, as follows:

Section A respondents are companies who were not selected as mandatory respondents but submitted responses to Section A of the ITA's AD questionnaire and had sales of subject merchandise to the U.S. during the period of investigation.
Four Additional Section A Respondents Now Qualify for the Separate Rate
The ITA has also determined that the following four Section A respondents now qualify for the separate rate of 12.91%:
Billy Wood Industrial (Dong Guan) Co., Ltd., Great Union Industrial (Dong Guan) Co., Ltd., and Time Faith Limited (collectively, Billy Wood).
Changshu HTC Import & Export Co., Ltd.;
Dongguan Liaobushangdun Huada Furniture Factory and Great Rich (HK) Enterprise Company Limited ; and
Zhanjiang Sunwin Arts & Crafts Co., Ltd.
ITA Amends Scope of Investigation By Adding Two New Exclusions
The ITA has amended the scope of investigation (effective August 31, 2004 according to ITA sources) by adding two additional exclusions, namely: (9) jewelry armoires, and (10) cheval mirrors. In addition to adding these exclusions, the ITA's scope now contains new footnotes 15 and 16 respectively, for these exclusions.
New Footnote 15 describes jewelry armoires as:
Any armoire, cabinet or other accent item for the purpose of storing jewelry, not to exceed 24'' in width, 18'' in depth, and 49'' in height, including a minimum of 5 lined drawers lined with felt or felt-like material, at least one side door lined with felt or felt-like material, with necklace hangers, and a flip-top lid with inset mirror.
New Footnote 16 describes cheval mirrors as:
Cheval mirrors, i.e., any framed, tiltable mirror with a height in excess of 50'' that is mounted on a floor-standing, hinged base.
ITA's Amended Instructions to CBP Correct Name of One Section A Respondent
In its amended instructions to CBP for the subject merchandise, the ITA corrects the name of one Section A respondent that qualifies for the separate rate. The ITA advises CBP that the correct name for this company is Jiangsu Xiangsheng Bedtime Furniture Co., Ltd. (rather than Xiangsheng Bedtime Furniture Co., Ltd.). The ITA's notice on the second amended preliminary affirmative AD duty determination reflects this correction.
