AD: Industrial Nitrocellulose from 7 Countries

The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty changed circumstances reviews of the AD duty orders on industrial nitrocellulose (INC) from Brazil, China, France, Germany, Japan, South Korea, and the United Kingdom. As a result, the ITA is revoking the AD duty orders effective July 1, 2003 for Brazil, China, Germany, Japan, South Korea, and the United Kingdom and effective August 1, 2003 for France.

Antidumping Duty Orders Revoked

(In its preliminary results notice, the ITA had stated its intent to revoke these AD duty orders because it had preliminarily determined that the continued relief provided by the orders with respect to INC from the countries at issue was no longer of interest to the sole U.S. producer of domestic like product.

Entries On/After the Revocation Dates to be Liquidated With AD Refund & Interest

In accordance with 19 CFR 351.222, the ITA will instruct U.S. Customs and Border Protection (CBP) to terminate the suspension of liquidation and to liquidate, without regard to AD duties, all unliquidated entries of INC from (a) Brazil, China, Germany, Japan, South Korea, and United Kingdom with a time of entry on or after July 1, 2003, and (b) France with a time of entry on or after August 1, 2003.

The ITA will further instruct CBP to refund with interest any estimated duties collected with respect to unliquidated entries of INC from the above-listed countries on or after the applicable time of entry dates.
