FMC Announces Organizational Realignment

The Federal Maritime Commission (FMC) has implemented an organizational realignment effective August 23, 2004. According to the FMC, the new organizational structure neither creates any new programs or additional staffing requirements, nor eliminates any FMC projects, activities, or positions.

Office of the Executive Director Now Separated into Two Offices

The former Office of the Executive Director, which consisted of an Executive Director and a Deputy, with oversight over the three program bureaus and four administrative offices, is now separated into two offices, as follows:

Office of Operations. The head of the Office of Operations now has oversight of the three program bureaus: the Bureau of Certification and Licensing (formerly the Bureau of Consumer Complaints and Licensing); the Bureau of Enforcement; and the Bureau of Trade Analysis.

In addition, the Area Representatives (formerly assigned to the Bureau of Enforcement) now report directly to the Director of Operations.

Office of Administration. The head of the Office of Administration now has oversight over the four administrative offices: the Office of Budget and Financial Management; the Office of Human Resources; the Office of Information Technology; and the Office of Management Services.

Consumer Complaints/Alternative Dispute Resolution Renamed

In addition, the FMC states that the complaints program and the Alternative Dispute Resolution function (formerly located within the Bureau of Consumer Complaints and Licensing) is now renamed the Office of Consumer Affairs and Dispute Resolution Services and has been transferred to the Office of the Secretary.

According to the FMC, the head of the Bureau of Certification and Licensing continues to be responsible for passenger vessel certifications, and licensing and financial responsibility requirements of entities regulated by the FMC.
