(b) If the exporter is not a firm covered in this review, a prior review, or the original AD investigation, but the producer is, the cash deposit rate will be the rate established for the most recent period for the producer of the merchandise.

(c) If neither the exporter nor the producer is a firm covered in these or any previous reviews conducted by the ITA, the cash deposit rate will continue to be 11.30%, the "all others" rate established in the original investigation.

Assessment Instructions for the Review Period (02/01/02 - 01/31/03)

The ITA states that it will instruct U.S. Customs and Border Protection (CBP) to liquidate entries of the subject merchandise during the review period that are from the above-listed companies at the calculated importer-specific assessment rates (unless it is zero or de minimis (i.e., less than 0.50%), in which case liquidation will occur without regard to AD duties).
