CBP Administrative Messages, Electronic Bulletin Board Notices, Etc
U.S. Customs and Border Protection (CBP) has issued an administrative message announcing that the Food and Drug Administration's (FDA's) Operational and Administrative System for Import Support (OASIS) would be down for maintenance on Thursday, August 12, 2004 between 10:00 p.m. EDT and 12:00 a.m. EDT.

1. OASIS System Down for Maintenance on August 12, 2004
CBP states that ABI transmissions received by FDA during that time would be queued and processed once the maintenance is completed and Prior Notice (PN) confirmation numbers would not be transmitted back to filers during the downtime.
According to CBP, if PN was not already submitted, ABI filers may have decided to wait out the downtime if they determined the timeliness of PN would not be adversely affected.
Alternatively, filers could have submitted PN via the PN System Interface (PNSI) in which case the PN confirmation numbers must accompany the article of food (21 CFR 1.279(g)).
CBP states that if PN was submitted through PNSI, FDA and CBP recommended that the submitter present the PNSI confirmation page, including the PN confirmation number and time stamp, to CBP officers for cargo release.
CBP also states that if PN was already been submitted via ABI/ACS prior to the OASIS outage and confirmation was already been received, no further action was required.
According to CBP, if PN had already been submitted via ABI/ACS and confirmation had not been received prior to the OASIS outage, FDA and CBP recommended that, rather than resubmitting via PSNI, submitters should have provided CBP officers, at the time of cargo release, an endorsed (signed) copy of the ABI transmission or some other evidence adequate to show that PN had been submitted via ABI/ACS.
