AD: China Circular Welded Carbon Quality Line Pipe

The International Trade Administration (ITA) has issued a notice stating that it is postponing the preliminary antidumping (AD) duty determination on certain circular welded carbon quality line pipe from China an additional 50 days, until no later than September 29, 2004 (from August 10, 2004).

Postponement of Preliminary AD Duty Determination

The ITA explains that in non-market economy (NME) cases, it values data using prices from a comparable market economy that is a significant producer of comparable merchandise.

However, the availability of such prices that are properly contemporaneous with this investigation's July 1 - December 31, 2003 period of investigation is limited and the ITA needs additional time in order to have such information on the record to corroborate properly the secondary information to be used as the basis of the margin for the China entity.

The ITA adds that the petitioners have also requested an extension of the preliminary determination as, among other reasons, an extension has already been granted for subject merchandise from Mexico and Korea. The ITA determines that these three investigations should remain on a consistent timeline.

The ITA notes that the deadline for the final AD duty determinations will continue to be 75 days after the date of the preliminary determinations.
