China: Group III Increased, 220L Visa Required for Certain Leno Mesh Fabric

The Committee for the Implementation of Textile Agreements (CITA) has issued a notice stating that, effective August 2, 2004, China Group III is being increased as a special adjustment for leno mesh fabric (in Cat 220).

CITA also states that visa and Electronic Visa Information System (ELVIS) requirements for China Cat 220 are being changed so that, effective for goods exported on and after August 2, 2004, leno mesh fabric in HTS 5803.90.3000 will require a 220L visa and ELVIS transmission, and the rest of China Cat 220 will continue to require a 220 visa and ELVIS transmission.

(CITA has previously stated that U.S. manufacturers of bags of leno mesh fabric were unable to obtain this fabric in sufficient quantities from domestic sources, and imports were unavailable due to the unavailability of quota. Therefore, CITA agreed that it would increase the group limit to allow additional imports of leno mesh fabric, and requested a list of importers who wished to import such fabric, per China’s request. 1) With this adjustment, China Group III, which appeared on BP’s most recent early alert list, has the following new percent filled and new estimated close dates (using 07/23/04 data):

2) According to U.S. government sources, CITA has given China its list of importers interested in importing such leno mesh fabric, and China has committed to using this large increase for such leno mesh fabric. Sources note that this fabric is used by U.S. manufacturers to make bags for produce such as onions and potatoes.
