U.S. Customs and Border Protection (CBP) has issued an ABI administrative message announcing that its most recent Harmonized System (HS) update contains:

1. Most Recent HS Update Reflects GSP Changes, New Permit Indicators, Etc.

changes required by the verification of the 2004 Harmonized Tariff Schedule (HTS) (CBP notes that it will continue to verify the 2004 HTS for the remainder of the year.);

Generalized System of Preferences (GSP) changes mandated by Presidential Proclamation 7800, published in the Federal Register on July 1, 2004. (See ITT's Online Archives or 07/07/04 news, 04070705, for BP summary of Presidential Proclamation 7800.); and

new permit indicators that are displayed in the HTS extract reference file transaction, record identifier V2 (output - positions 75-76) and the HTS query transaction, record identifier W2 (output - positions 75-76). 2. First Class of CBP Agriculture Specialists Graduates

CBP has announced the graduation of the first class of CBP Agriculture Specialists, with the 29 graduates to soon begin in-port training at duty stations around the country. According to CBP, in March 2003, the responsibility for inspection of agricultural goods arriving in the U.S. was transferred from the USDA's Animal and Plant Health Inspection Service (APHIS) to CBP.
