Belarus: Scope of Cat (622N) Revised
The Committee for the Implementation of Textile Agreements (CITA) has issued a notice stating that, effective July 1, 2004, the scope of the sublimit quota on Belarus cat (622N) has been revised.

CITA sources also state that Belarus cat (622N) will be considered a "mutually agreed" quota (rather than being considered a unilateral quota), due to the resolution of this scope issue, and once certain charges are adjusted.
(On March 5, 2004, the U.S. imposed a unilateral quota on Belarus cat (622N) for exports during the January 1, 2004 through December 31, 2004 period. See ITT's 03/08/04 news, 04030825 for BP summary of CITA notice on unilateral quota).
Revised Scope is Narrower than Previous Scope
According to CITA sources, as a result of a May 2004 agreement between the U.S. and Belarus, the scope of cat (622N) is being narrowed to only cover certain glass fiber woven fabrics weighing more than 215 grams per m2, with a filament diameter of 7 to 13 microns.
(Cat (622N) had previously covered glass fiber woven fabrics weighing more than 205grams per m2 , with a filament diameter of 7 to 13 microns.)
HTS Numbers Amended to Reflect Revised Scope
CITA has also instructed U.S. Customs and Border Protection (CBP) to amend the four HTS numbers subject to Belarus cat (622N), in order to reflect the revised scope, as follows:
HTS 7019.52.4021 replaces HTS 7019.52.4020 |
HTS 7019.52.9021 replaces HTS 7019.52.9020 |
HTS 7019.59.4021 replaces HTS 7019.59.4020 |
HTS 7019.59.9021 replaces HTS 7019.59.9020 |
(It should be noted that these new/deleted HTS numbers are reflected in the July 1st version (Supplement 1) of the 2004 HTS.
In addition, CITA states that these HTS changes were approved by the interagency Committee for the Statistical Annotation of the Tariff Schedule (often referred to as the 484(f) Committee).
