ITC Posts July 1, 2004 Version (Supplement 1) of the HTS to its Web Site
The International Trade Commission (ITC) has posted to its Web site an updated version of the 2004 Harmonized Tariff Schedule of the U.S. (HTS) dated July 1, 2004 (Supplement 1).

The July 1st version of the 2004 HTS can be downloaded from the ITC's Web site at www.usitc.gov/taffairs.htm in PDF format, either in its entirety or by chapter.
(ITC sources note that the paper version of the July 1, 2004 HTS was sent to the Government Printing Office (GPO) for printing and distribution to subscribers on July 1, 2004. In addition, ITC sources have previously stated that this printing and distribution process usually takes 2-4 weeks.)
July 1, 2004 Version Lists Principle Changes
According to the preface of the July 1, 2004 version, in addition to the correction of typographical errors, the principle changes in this version reflect:
Generalized System of Preferences (GSP) changes. Changes to the country/HTS number combinations eligible for duty-free benefits under the GSP program, etc. contained in Presidential Proclamation 7800, which was published in the July 1, 2004 Federal Register at http://a257.g.akamaitech.net/7/257/2422/02jul20041801/edocket.access.gpo.gov/2004/pdf/04-15262.pdf. Termination of GSP for 7 new EU members.The U.S. Trade Representative's (USTR's) May 18, 2004 notice announcing that as a result of their May 1, 2004 accessions to the European Union (EU) the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, and Slovakia were terminated as GSP countries on that date. GSP duty-free benefits for Algeria. Presidential Proclamation 7758 which, among other things, designated Algeria as a GSP beneficiary developing country effective March 16, 2004. (See ITT's Online Archives or 03/03/04 news, 04030305, for BP summary of Presidential Proclamation 7758.)
Changes in AGOA beneficiary countries. Presidential Proclamation 7748 which, among other things, added Angola to the list of African Growth and Opportunity Act (AGOA) beneficiary countries effective for goods entered, or withdrawn from warehouse, for consumption on or after January 1, 2004 and deleted Eritrea and Central African Republic from the list of AGOA beneficiaries effective January 1, 2004. AGOA textile benefits for Benin and Sierra Leone.The USTR's January 28, 2004 and April 5, 2004 determinations that Benin and Sierra Leone are eligible for AGOA textile benefits effective January 28, 2004 and April 5, 2004, respectively. USTR's corrections to the HTS. The USTR's March 26, 2004 notice which made several technical corrections to the HTS in order to correct inadvertent omissions and errors in various Presidential Proclamations. (See ITT's Online Archives or 04/01/04 news, 04040120, for BP summary of USTR notice.)
484(f) Committee changes. Changes, effective July 1, 2004, creating new statistical breakouts (HTS changes at the 9th and 10th digit) approved by the Committee for Statistical Annotation of Tariff Schedule (formulated pursuant to section 484(f) of the Tariff Act of 1930, as amended).
