ABI to Be Modified for New Miscellaneous Permit/License Indicator

U.S. Customs and Border Protection (CBP) has issued an ABI administrative message stating that the ABI tariff reference file "V2" (output) record and the tariff query transaction "W2" (output) record will be modified to display a two byte alpha/numeric field to indicate if the tariff number may be subject to a miscellaneous permit or license requirement.

(CBP notes that tariff numbers that are subject to a miscellaneous permit/license number requirement have their permit or license number reported in the entry summary record identifier 52 record (input) in positions 30-38.)

CBP states that positions 75-76 of the V2 (output) and W2 (output) records will be used to display the two byte Miscellaneous Permit/License Indicator (Permit Indicator) for tariff numbers that may be subject to a miscellaneous permit/license number requirement.

CBP notes that a Permit Indicator on the tariff number does not mean that a permit/license number is required in all instances. Rather, the Permit Indicator identifies tariff numbers that may have a miscellaneous permit or license requirement.

Permit Indicator similar to quota indicator or AD indicator. According to CBP, the Permit Indicator is similar to the quota indicator (position 49 of the V3 and W3 records) or antidumping (AD) indicator (position 48 of the V3 and W3 records) which alerts the trade that under certain circumstances the tariff number may be subject to quota or AD. The Permit Indicator will alert the trade that the tariff number may be subject to a miscellaneous permit or license requirement.

Certain Permit Indicators To Be Displayed Immediately After ABI is Modified

The following is CBP's list of the Permit Indicators that will be displayed after the V2 and W2 records have been modified:

Permit indicator "01" - tariff numbers that may be subject to a steel license requirement. CBP states that Adm: 02-0910 should be referred to. (See ITT's Online Archives or 07/30/02 news, 02073020, for BP summary of Adm: 02-0910.)

Permit indicator "02" - tariff numbers (HTS 9910.61.01 - HTS 9910.61.89) that are subject to a Singapore tariff preference level (TPL) certificate number. CBP sources state that four or five additional Permit Indicators are expected to be added to this list by the end of 2004.

According to CBP, a future message will be posted to advise the trade when the above changes will be completed.
