Census Issues Instructions for Filing a Used Vehicle if Required Information is Not Accepted in AES
The Census Bureau (Census) has issued an Automated Export System (AES) Broadcast that explains how a used vehicle should be filed if the required vehicle information is not accepted in AES (i.e., response code 596).

Census has issued this AES Broadcast as it is experiencing a temporary glitch with AES vehicle transmissions. Census states that until further notice, filers should follow these instructions:
If a shipment receives fatal error 596 (Vehicle Info Not Allowed for SCHED B/HTS), the filer should first verify that the schedule B number is appropriate for a used vehicle. For example, the Schedule B or HTS classification description does not specify "NEW."
If the classification is correct and the error persists, the filer should submit the AES transaction without the vehicle information and supply the port with the needed documents until this issue is resolved. In AESDirect or AESPcLink, the filer should select "NO" for used vehicles in the line item or commodity section.
According to U.S. government sources, as of June 24, 2004, Census is continuing to have problems with this error. These sources state that a new AES Broadcast will be issued when the problem is corrected.
