Effective June 23, 2004, the USDA License Number for HTS 1701.11.20 Sugar Must Be Reported in ACS

U.S. Customs and Border Protection (CBP) has issued an ABI administrative message stating that effective June 23, 2004, the Automated Commercial System (ACS) will require the license number for imported sugar classified in HTS 1701.11.20XX to be transmitted in the entry summary, record identifier (input) 51 record, agriculture license number field (positions 38-47).

CBP explains that in a previous message (Adm: 04-1326), it had advised the trade that the U.S. Department of Agriculture (USDA) was implementing an agricultural license ACS reporting requirement for HTS 1701.11.20XX (currently only HTS 1701.11.2000).

(In Adm: 04-1326, CBP stated that valid formats are N-AA-NNN-N or N-AB-NNN-N, including hyphens, where 'N' is numeric, 'A' is alphabetic, and 'B' is a space filler. See Adm: 04-1326 for additional format details.

For the printed copy of the CF 7501, CBP stated that the agricultural license number will be indicated in the agricultural license field, in column 34, directly below the tariff rate for that line item. See ITT's Online Archives or 05/25/04 news, 04052510, for BP summary of Adm: 04-1326.)
