According to the ITC, most of the errors are of a typographical nature, which ITC sources state will be corrected in the upcoming Supplement No. 1 to the HTS (see below). The ITC adds that where appropriate, these corrections will also be listed in the Change Record.
ITC Will Issue Only Mid-Year Electronic & Paper Supplement to 2004 HTS
U.S. government sources now state that the ITC is not expected to issue a revised January 1, 2004 electronic HTS (HTS Revision 1). Rather, the ITC expects to only issue its traditional mid-year paper and electronic Supplement No. 1 to the HTS. Sources added that Supplement No. 1 will likely be issued in June 2004.
(Previously, sources had stated that HTS Revision 1 was expected to be posted to the ITC Web site if and when the Miscellaneous Trade and Technical Corrections Act of 2003 in enacted. See ITT's Online Archives or 04/22/04 news, 04042205, for BP summary of delayed posting of Revision 1.)
USTR Has Previously Issued Technical Corrections to HTS, Removed EU Countries from GSP
The Office of the U.S. Trade Representative (USTR) has previously issued a notice which made several technical corrections to the HTS in order to correct inadvertent omission or errors in various Presidential Proclamations. (See ITT's Online Archives or 04/01/04 news, 04040120, for BP summary of these corrections.)
In addition, the USTR has issued a notice which terminates the Generalized System of Preferences (GSP) beneficiary country status of seven countries which acceded to the European Union on May 1, 2004. (See ITT's Online Archives or 05/20/04 news, 04052099 2, for BP summary.)
ITC sources have confirmed that neither the above-described USTR changes nor the ITC's corrections have been made to the electronic version of the 2004 HTS. These sources stated that these changes and corrections will be made when Supplement No. 1 is issued.
