CBP Announces Upcoming Requirement for ACS Reporting of USDA License Number for HTS 1701.11.20 Sugar
According to U.S. Customs and Border Protection (CBP), as well as U.S. Department of Agriculture sources, CBP will soon require the ACS reporting of the license number for imported sugar classified under HTS 1701.11.20XX (currently only 1701.11.2000).

A recent CBP administrative message states that the format of the agricultural license for HTS 1701.11.20XX sugar is similar to the agricultural license format that is required for dairy products, and will be reported in the agricultural license field that is indicated in the entry summary section of the CATAIR, record identifier 51 (input) record, positions 38 - 47.
(Valid formats are N-AA-NNN-N or N-AB-NNN-N, including hyphens, where 'N' is numeric, 'A' is alphabetic, and 'B' is a space filler. See message for additional format details.)
For the printed copy of the CF 7501, CBP states that the agricultural license number will be indicated in the same agricultural license field, in column 34, directly below the tariff rate for that line item.
Ten Days Advance Notice of ABI Reporting Requirement Expected
CBP states that it is in the process of modifying ACS to accept the sugar license for HTS 1701.11.20XX, and an administrative message will be issued to the trade approximately 10 days in advance of these ACS modifications and the implementation of this reporting requirement.
