The State Department has issued a public notice which announces that pursuant to Section 40A of the Arms Export Control Act (AECA) and Executive Order 11958, it has determined and certified to Congress that Cuba, Iran, North Korea, Syria, and Libya are not cooperating fully with U.S. antiterrorism efforts.

1. State Dept Determines 5 Countries are not Cooperating Fully with U.S. Antiterrorism Efforts, Including Libya
The State Department explains, among other things, that while Libya has taken significant steps to repudiate its past support for terrorism, it is still reviewing Libya's overall record. 2. USTR Notice Terminates GSP Beneficiary Status of 7 New EU Members
The Office of the U.S. Trade Representative (USTR) has issued a notice stating that as a result of their May 1, 2004 accessions to the European Union (EU) the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, and Slovakia were terminated as beneficiary developing countries under the U.S. Generalized System of Preferences (GSP) program on that date.
