All Countries: Gloves in HTS 6216.00.5820 No Longer Subject to Quota, Visa, or ELVIS Requirements

The Committee for the Implementation of Textile Agreements (CITA) has issued a notice announcing that effective May 17, 2004, the quota, visa, and Electronic Visa Information System (ELVIS) requirements are being eliminated for HTS 6216.00.5820 (cat 631) for goods exported on or after May 17, 2004.

CITA states that it is eliminating the quota, visa, and ELVIS requirements for HTS 6216.00.5820 in order to reflect U.S. Customs and Border Protection's (CBP's) September 2003 reclassification of various styles of mechanics' gloves (gloves specifically and demonstrably designed for use by professional mechanics and racing enthusiasts during racing) in HTS 6216.00.5820 as other man-made fiber (MMF) gloves, mittens, and mitts with fourchettes (cat 631). According to CITA, prior to this reclassification, such gloves had been classified under HTS 6216.00.4600 as other MMF gloves, mittens, and mitts specially designed for use in sports (no category number and therefore quota, visa, and ELVIS-free) and there were only minimal imports classified in HTS 6216.00.5820.

CITA further states that it has taken this action in order to maintain the balance of concessions negotiated under the World Trade Organization (WTO) Agreement on Textiles and Clothing (ATC).

BP Note

U.S. government sources have stated that CBP will modify its software to make HTS 6216.00.5820 quota, visa and ELVIS-exempt, without removing category 631 from this tariff number.
