CBP Administrative Messages, Electronic Bulletin Board Notices, Etc

U.S. Customs and Border Protection (CBP) has created a new Web page regarding the January 1, 2005 integration (elimination of quotas) for textiles and apparel manufactured in countries that are members of the World Trade Organization (WTO). This is the fourth and final phase of quota elimination and on January 1, 2005, all textiles and textile apparel manufactured in a WTO country and exported on/after January 1, 2005 will no longer be subject to quota restrictions.

1. New CBP Web Page on January 1, 2005 WTO Quota Elimination

(Note - China's WTO accession agreement contains a special safeguard provision for textiles and apparel under which the U.S. retains the right to impose quotas to address surges in imports of textile and apparel products from China for which quotas have been phased-out.)

According to CBP, information regarding the final phase of quota elimination will be posted to this Web page in the near future. In addition, a list of frequently asked questions (FAQs) will be posted for easy reference.

CBP notes that the Committee for the Implementation of Textile Agreements (CITA), is responsible for setting the policy concerning the final phase of quota elimination and CBP is responsible for implementing the policy.

2. New Email Address for CBP's Reconciliation Office

CBP has issued an ABI administrative message announcing that its Reconciliation Office has a new e-mail address. According to CBP, the new e-mail address for the Reconciliation Office is recon.help@dhs.gov. (Adm: 04-1127, dated 04/29/04, availablefromBP by emailing documents@brokerpower.com.)

3. Weekly Quota Commodity Report as of May 10, 2004

CBP has issued its weekly quota commodity report as of May 10, 2004. This report includes tariff-rate quotas (TRQs) on various products such as beef, tuna, sugar, dairy products, peanuts, cotton, cocoa powder, tobacco, certain JFTA, NAFTA, SFTA, and UCFTA TRQs, etc. This report also includes the AGOA, ATPDEA, CBTPA, NAFTA, SFTA, and UCFTA tariff preference levels (TPLs) for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics under HTS 9902.51.11 & 9902.51.12, etc. (CBP's weekly quota commodity report dated 05/10/04, available at http://www.customs.ustreas.gov/xp/cgov/import/textiles_and quota/commodity/)
