On May 5, 2004, the House Ways and Means Committee approved an amended version of H.R. 4103, the African Growth and Opportunity Act (AGOA) Acceleration Act (also referred to as AGOA III). According to a committee press release, the House Ways and Means Committee Chairman expects to bring H.R. 4103 to the House floor quickly and expects it to become law without much opposition. 2. Australia/Morocco FTA Bills and AGOA III Bill May be Packaged Together

Washington Trade Daily reports that House Republican leaders are considering packaging together certain key trade bills, including the Free Trade Agreements (FTAs) with Australia and Morocco and the African Growth and Opportunity Act (AGOA) extension bill, for passage this year. According to the article, bringing the bills to the floor together would make it easier for the House to vote for them quickly, rather than forcing them to take a series of votes on potentially controversial trade issues in an election year. 3. TSA is Accepting Applications for Round 4 of Port Security Grant Program

The Transportation Security Administration (TSA) is accepting applications until 3 p.m. on June 9, 2004 from certain seaports, terminals, passenger vessels, or ferries under the Port Security Grant Program - Round 4 Category: Enhanced Facility and Operational Security which includes but is not limited to: access control, physical security, surveillance, communication, cargo security, and passenger security. 4. WTO Extends Gov't Procurement Agreement to 10 New EU Members

The World Trade Organization (WTO) has issued a press release announcing that, as of May 1, 2004, its Government Procurement Agreement (GPA) was extended to cover the 10 new member states of the European Union (EU). According to the WTO, the GPA contains a framework of rights and obligations in the area of government procurement aimed at ensuring that members do not discriminate against the supplies and suppliers of other members in their government contracts. 5. Treasury Issues Proposed Rule on Terrorism Insurance Program

The Treasury Department has issued a proposed rule as part of its implementation of Title I of the Terrorism Risk Insurance Act of 2002 (Act). The proposed rule would implement regulations concerning litigation management related to insured losses under the Terrorism Risk Insurance Program. 7. TSA Announces 8 Airports Selected to Participate in Access Control Pilot

The Transportation Security Administration (TSA) has issued a press release announcing the eight airports which have been selected to participate in its Access Control Pilot Program. The selected airports are: Boise Air Terminal/Gowen Field Airport; Miami International Airport; Minneapolis-St. Paul International Airport; Newark International Airport; Savannah International Airport; Southwest Florida International Airport; T.F.
