CBP is Now Uncertain Whether it Will Conduct a "Document Accuracy Test" of Quota- and Visa-Free Textiles and Apparel

U.S. government sources state that U.S. Customs and Border Protection (CBP) is now uncertain whether it will proceed with plans for a "document accuracy test" of textiles and apparel that are quota-free and visa-free, and entered using entry type '01.'

CBP had previously stated that the "document accuracy test" would begin in March 2004, but then delayed the start date until April 2004 or later.

(U.S. government sources had also previously stated that during the "document accuracy test" of quota- and visa-free textiles and apparel, CBP expected to look for counterfeit documents, inaccurate documents (e.g., misdescription, misclassification, etc.), among other things.

In addition, government sources had previously stated that paper entries, rather than paperless entries, would be required during the test. (Quota- and visa-free entry type '01' textiles and apparel are eligible for paperless entry.)

BP Note on CBP's Planned Documentation Exams of Knit-to-Shape Garments

As of May 5, 2004, U.S. government sources stated that CBP had not yet finalized the date it will begin its documentation exams of certain entries of knit-to-shape garments which claim a country of origin other than China, in situations when the garment panels are knit-to-shape in a country other than China and then sent to China to be linked and looped.

Sources had previously stated that CBP was expected to begin these documentation exams in early May 2004. (See ITT's Online Archives or 04/29/04 news, 04042915, for most recent BP summary on these exams.)
