CBP Issues Additional Information on Implementation of Full ABI Edits for Prior Notice of Imported Food (FDA Registration No. Not a Required Data Element)
U.S. Customs and Border Protection (CBP) has issued an administrative message regarding the May 13, 2004 implementation of full ABI edits for FDA prior notice data.

CBP states that the FDA registration number is not currently a mandatory data element, and its absence from the prior notice data will not cause an ABI rejection at this time.
CBP also gives the following instructions regarding FDA registration and registration numbers:
Exempt from FDA registration. If a manufacturer or shipper is exempt from registration, the FDA data should include the affirmation of compliance code 'FME' (manufacturer) or 'FSE' (shipper) with a qualifier of 'Y.'
Not exempt, and FDA registration number has been issued. If not exempt, these affirmations of compliance should be provided with a qualifier of 'N'.
If not exempt, and a registration number has been issued to the manufacturer, processor, or shipper as appropriate, the Affirmation of Compliance Indicator 'PFR' (manufacturer or processor) or 'SFR' (shipper) and the appropriate registration number as qualifier should be given.
Not exempt, but FDA registration number has not yet been issued. If a registration number has not yet been issued to a facility, or if the facility has not yet registered, CBP states that neither the 'PFR' or 'SFR' Affirmation Codes should be sent.
ABI will only reject if registration number data is provided and is incorrect in format. The use of 'PFR' or 'SFR' Affirmation Codes without any associated registration number as the qualifier is considered an incorrect format and will be cause for ABI rejection.
