AD: China Coumarin

The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty changed circumstances review of the AD duty order on coumarin from China. As a result, the ITA is revoking this AD duty order effective February 1, 2003.

Antidumping Duty Order Revoked

(The ITA states that it is taking this action because Rhodia, Inc., the petitioner in the original investigation and the sole U.S. producer of coumarin, ceased production during 2002.)

The ITA states that Rhodia, Inc. is the successor-in-interest to Rhone-Poulenc Specialty Chemicals Company.

Termination of Suspension of Liquidation, AD Duties Refunded with Interest

In accordance with 19 CFR 351.222, the ITA states that it will instruct U.S. Customs and Border Protection (CBP) to terminate suspension of liquidation and to liquidate, without regard to AD duties, all unliquidated entries of coumarin from China that have a time of entry on or after February 1, 2003 (the earliest date for which there are entries which have not been subject to an administrative review).

At the same time, the ITA states that it will instruct CBP to refund with interest any estimated AD duties collected with respect to unliquidated entries of subject merchandise from China with a time of entry on or after February 1, 2003.
