Reuters reports that U.S. officials have warned Asia to be on guard against terror attacks in crowded sea lanes, such as the Malacca and Singapore Straits, and in financial centers, such as Hong Kong. According to Reuters, the U.S. warnings coincided with a threat to attack Asia-Pacific countries that have backed the U.S.' war on terror. 2. Ways and Means Chairman Wants May 2004 Action on AGOA III Bill

According to Washington Trade Daily, the House Ways and Means Committee Chairman is aiming for House action on H.R. 4103, a bill which would extend and expand the African Growth and Opportunity Act (AGOA), during the week of May 10, 2004. The article notes that although easy passage is predicted in the House, the legislation could become bogged down in the Senate by unrelated amendments. 3. FWS Proposes to Confer Designated Port Status on Houston, Louisville, and Memphis

The Fish and Wildlife Service (FWS) has issued a proposed rule in which it is proposing to make Houston, TX; Louisville, KY; and Memphis, TN designated ports under section 9(f) of the Endangered Species Act of 1973. According to FWS, designated port status would allow the direct importation and exportation of wildlife and wildlife products through these ports. FWS states that comments are due by May 24, 2004.
