CBP Encourages the Testing of AES Commodity Redesign Before its June 8, 2004 Implementation

U.S. Customs and Border Protection (CBP) has issued a notice regarding the June 8, 2004 implementation of the redesigned commodity module of the Automated Export System (AES).

Each New AES Capability Should be Tested Before Redesign Implemented

According to CBP, the AES Commodity Redesign has been available for testing since April 5, 2004 in the Education region of AES. CBP states that all AES software vendors, service centers, and self-programmers are strongly encouraged to test the new AES commodity formats and technical requirements.

CBP states that it is important that each new capability be tested completely before the AES Redesign is implemented, as significant changes have been made to AES Commodity filing.

All AES Self-Programmers Required to Certify Their AES Redesign Programming

Census sources have previously stated that all AES self-programmers are required to certify their AES redesign programming during the 65-day window (which began on April 5, 2004) before the implementation of the AES Commodity Redesign on June 8, 2004.

CBP states that details on the new programming specifications are available at http://www.cbp.gov/xp/cgov/export/aes/tech_docs/. The information available on this site includes the June 2004 AES Trade Interface Requirements (AESTIR), updated test scripts (posted April 19, 2004), technical documentation including record formats, etc.

AES Outage from June 5-7, 2004 to Implement Commodity Redesign Formats

Census has also previously stated that in order to implement the AES Commodity Redesign formats there will be a 72-hour system outage, beginning June 5, 2004 at 12:01 a.m., during which AES filers will not be able to transmit their shipments. On June 8, 2004 at 12:01 a.m., the new AES Commodity redesign format will be open to AES filers for transmissions to AES.
