CBP Issues April 16, 2004 Version of its 24-Hour Rule FAQ
U.S. Customs and Border Protection (CBP) has posted to its Web site an April 16, 2004 revised set of frequently asked questions (FAQ) and responses regarding the implementation of its final rule on the presentation of cargo manifests to CBP 24 hours prior to ocean vessel lading at foreign ports (24-Hour Rule).

CBP states that its April 16, 2004 version reflects the revision of one question - FAQ 50 regarding the posting of vessel arrival in the Sea Automated Manifest System (AMS).

FAQ 50 - Posting Vessel Arrival in AMS
CBP has revised its answer to FAQ 50 which asks if the non-vessel operating common carrier (NVOCC) is responsible for posting the vessel arrival in AMS. CBP responds that the NVOCC is not responsible, but rather the carrier is responsible for the vessel auto arrival function in AMS and should post this information in a timely manner.
(The previous version of CBP's FAQ stated that NVOCCs were responsible for the vessel arrival function in AMS, and that carriers and NVOCCs would have to develop lines of communication in order to coordinate timely posting of vessel arrivals in AMS.)
