U.S. Customs and Border Protection (CBP) has issued an administrative message to remind ABI filers that full ABI edits for FDA prior notice (PN) data go into effect on May 13, 2004.

1. Reminder on May 13, 2004 Full Implementation of Prior Notice Edits
As there are some inaccuracies and ambiguities in this message, FDA sources state that a revised version will soon be issued. (Adm: 04-0927, dated 04/14/04, available by email or fax, by emailing documents@brokerpower.com )
2. New Prior Notice Warning Message FG9
CBP has issued an administrative message stating that on April 14, 2004, some filers started receiving a FG9 warning message on entries (EI/HI/HN) where a Prior Notice Confirmation number (PNC) obtained from FDA's Prior Notice System Interface (PNSI) was sent as an Affirmation of Compliance in the FD01 Record, positions 20-22.
If the PNC sent is valid, CBP states that the warning message should be ignored during April 14, 2004 - May 12, 2004. However when full ABI edits for FDA prior notice (PN) data go into effect on May 13, 2004, this message will become a full reject message (as ABI will edit the PNC number against the PNSI database to ensure that the number is valid). 3. FDA PNSI Downtime for Saturday, April 17, 2004
CBP states that according to the Food and Drug Administration (FDA), the FDA's Prior Notice System Interface (PNSI) will be taken off-line for a software upgrade between the hours of 3:00 am and 8:00 am EDT on Saturday, April 17, 2004.
PN submissions through ABI/ACS will not be affected by this PNSI downtime. According to the message, filers who cannot submit PN via ABI should carefully read and follow the contingency submission procedures which are outlined on FDA's Website at http://www.cfsan.fda.gov/furls/fisstat.html . 4. Weekly Quota Commodity Report as of April 12, 2004
U.S. Customs and Border Protection (CBP) has issued its weekly quota commodity report as of April 12, 2004. This report includes tariff-rate quotas (TRQs) on various products such as beef, tuna, sugar, dairy products, peanuts, cotton, cocoa powder, tobacco, certain JFTA, NAFTA, SFTA, and UCFTA TRQs, etc. This report also includes the AGOA, ATPDEA, CBTPA, NAFTA, SFTA, and UCFTA tariff preference levels (TPLs) for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics under HTS 9902.51.11 & 9902.51.12, etc. (CBP's weekly quota commodity report, dated 04/12/04, available at http://www.customs.ustreas.gov/xp/cgov/import/textiles_and_quotas/commodity/
5. CBP Commissioner & Mexican Counterpart Dedicate FAST Lane in Laredo
On April 15, 2004, U.S. Customs and Border Protection (CBP) Commissioner Bonner and the Mexican Customs Administrator General formally opened the Free and Secure Trade (FAST) lane at the World Trade Bridge in Laredo, TX.
