The State Department has issued a notice stating that there will be a public meeting of a Study Group of the Secretary of State's Advisory Committee on Private International Law on April 20, 2004. The study group will consider the draft instrument on the International Transport Law under negotiation at the United Nations Commission on International Trade Law. The Foreign-Trade Zones Board (FTZB) is seeking public comments by April 30, 2004 on two proposals: the first involves a procedural change whereby the FTZB would delegate authority to the FTZB's Executive Secretary for decision-making on certain requests for manufacturing authority, and the second includes enhancements to the FTZB's pre-application counseling procedures and application guidelines for small and medium-sized manufacturers. The agenda includes reports on lasers and the American Council for Thermal Imaging activities, as well as presentations by the public. The Bureau of Industry and Security (BIS) has announced that the Information Systems Technical Advisory Committee (ISTAC) will hold a partially open meeting on April 28-29, 2004 in Washington, DC in order to, among other things, discuss developments in cryptography, system software and encryption, wireless technology and standards, and semiconductors and technology.
