New Set of Amendments to Harmonized System Explanatory Notes (Part V)

The World Customs Organization (WCO) has issued an amending supplement (No. 4, dated August 2003) to the Harmonized System Explanatory Notes (ENs). (Although not binding on U.S. Customs and Border Protection (CBP), the ENs are followed by CBP whenever possible.) (This is Part V of a multipart series of summaries on this amending supplement. The following outlines these amendments to the ENs:

1. Feldspar in HS 6804

In the ENs to HS 6804, the spelling of "feldspar" is amended (the spelling had previously been "felspar").

2. Feldspar in Chapter 69

In Sub-Chapter II of the ENs to Chapter 69, the spelling of "feldspar" is amended in three places under the heading "(I) Porcelain or China" and in one place under the heading "(II) Other Ceramic Products." (The spelling had previously been "felspar" in all four places.)

3. Salt and Sand Spreaders in HS 8424

Amends the list of items excluded from HS 8424 by adding new "(h) salt and sand spreaders for clearing snow, designed to be mounted on a lorry (heading 84.79)." As a result of this addition, the items formerly listed as "(h)" and "(ij)" have now been reordered as "(ij)" and "(k)", respectively.

4. Salt and Sand Spreaders in HS 8479

In the ENs to HS 8479, a new paragraph is added under "(D) Machinery for public works, building or the like, e.g.:" which reads: "(6) Salt and sand spreaders for clearing snow, designed to be mounted on a lorry, consisting of a tank for storing sand and salt, equipped with a lump-breaking agitator, a system for crushing/grinding the lumps of salt, and a hydraulic projection system with spreading disk. The machines' various functions are operated from the cab of the lorry, by remote control."

5. LAN Repeaters in HS 8517

Amends the list of items excluded from HS 8517 by adding new "(a) Local area network (LAN) repeaters (heading 84.71)." As a result of this addition, the items previously listed as "(a)" through "(l)" have been reordered as "(b)" through "(m)", respectively.
