HN" Border Cargo Release to No Longer Allow FTZ Entry Type "06

U.S. Customs and Border Protection (CBP) has issued an ABI administrative message stating that the programming for the ABI "HN" border cargo release application will be modified to no longer allow the transmission of a Foreign Trade Zone (FTZ) entry type "06."

CBP states that if a "06" is transmitted in the 01 record, positions 55-56, entry type field, the entry will be rejected with the error code "102" invalid entry type. According to CBP, this programming change is scheduled to take place on April 14, 2004.

Instead, to certify a type "06" FTZ entry for cargo release, CBP states that either the "HI" cargo release or the "EI" entry summary must be transmitted.

CBP indicates that when using the "HI" application, the FTZ number must be transmitted in the H2 record, positions 60-79, vessel name/FTZ number field. When using the "EI" application to certify for cargo release, the FTZ number must be transmitted in the 20 record, positions 8-27, importing vessel name field.

(According to CBP, the only acceptable format for a FTZ number is referenced in administrative message 01-1072, titled "ABI Change to FTZ Numbers," dated October 2001, as listed below:

the first three characters must be "FTZ"

the next three characters can be any number in the range "001" through "300," inclusive. Numbers outside of this range will not be accepted.

the last character can be any alpha (A-Z) or numeric (0-9).

CBP notes that the last character of the zone number is intended to distinguish a subzone from a general purpose zone. An alpha character should be used in the 7th position if reporting a subzone. For general purpose zones, a numeric character should be used in the 7th position to denote the zone site number. If the zone site number is greater than 9 (e.g., 12, 17, 52, etc.), a "0" should be used as the 7th character in the zone number.

CBP states that any deviation from the FTZ number format as specified above will cause a reject of the ABI entry. See ITT's Online Archives or 10/10/01 news, 01101002, for BP summary of administrative message 01-1072.)

According to CBP, all other rules for transmitting FTZ entries for cargo release will remain as specified in the Customs and Trade Automated Interface Requirements (CATAIR), unless specifically mentioned in this administrative message.
