WCO Urges Faster Action to Implement Security Measures for Transport of Goods
The World Customs Organization (WCO) is encouraging all its Members to implement recommended security measures without delay, in light of the March 11, 2004 terrorist attacks in Madrid, Spain.

Since the attacks of September 11, 2001, the WCO states that it has adopted a large number of measures to secure the international transport of goods through enhanced information exchange and improved border controls. According to the WCO, a non-exhaustive list of these measures includes:
Information exchange:
the new Johannesburg Convention on mutual administrative assistance in Customs matters, which allows the exchange of information on persons and goods;
Advanced Cargo and Passenger (Airline) Information Guidelines; and
a system enabling Customs administrations to exchange information and intelligence on-line, using a risk analysis database.
Strengthening of border controls:
risk profiling;
implementation of a harmonized risk management methodology; and
adoption of a standardized list of 27 key data elements for identifying high-risk consignments.
WCO Specialized Bodies to Hasten Work on Transport & Container Security, Etc.
The WCO also states that it will also hasten the pace of the work conducted by its specialized bodies with regard to international transport security, physical security of containers, and effective Customs controls on goods, persons and conveyances in departure and transit countries. According to the WCO, proposals will be made for adoption at the forthcoming Council Sessions in June 2004.
The WCO notes that it will also increase co-operation with the United Nations, Interpol, Europol, etc. in order to achieve these objectives.
