Revised 2004 HTS is Expected to be Posted to the ITC Web Site in Mid-April
U.S. government sources state that the International Trade Commission (ITC) is expected to soon post to its Web site Revision 1 of its electronic 2004 Harmonized Tariff Schedule of the U.S. (HTS). Sources state that the ITC's goal is to have Revision 1 posted by mid-April 2004.

(Sources state that Revision 1 will only be available on its Web site and that a paper version will not be distributed by the Government Printing Office to subscribers. However, changes contained in Revision 1 are expected to be included in the mid-year paper supplement to the 2004 HTS.)
According to sources, Revision 1 to the 2004 HTS is expected to reflect the following changes:
New HTS provisions for certain men's and boys' cotton t-shirts, etc. Tariff changes for certain men's and boys' cotton t-shirts and certain other shirts classified in HTS 6109.10.00, which take effect April 1, 2004. (See ITT's Online Archives or 03/22/04 news, 04032210, for BP summary.)
Changes in AGOA beneficiary countries. Presidential Proclamation 7748, among other things, added Angola to the list of African Growth and Opportunity Act (AGOA) beneficiaries effective for goods entered, or withdrawn from warehouse, for consumption on or after January 1, 2004 and deleted Eritrea and Central African Republic from the list of AGOA beneficiaries effective January 1, 2004. GSP duty-free benefits for Algeria. Presidential Proclamation 7758 designated Algeria as a Generalized System of Preferences (GSP) beneficiary developing country effective for articles entered, or withdrawn from warehouse, for consumption on or after March 16, 2004. Correction of known errors in the 2004 HTS. The ITC has posted to its Web site a list of corrections to known errors discovered after the printing of the 2004 HTS. Most of these errors, according to the ITC, are typographical in nature. (See ITT's Online Archives or 03/08/04 news, 04030810, for BP summary.)
USTR's corrections to the HTS. U.S. government sources state that during the week of March 22, 2004, the USTR is expected to publish in the Federal Register a notice making various corrections to the HTS, which would be included in Revision 1.
484(f) Committee changes. Changes approved by the Committee for Statistical Annotation of the Tariff Schedule (formulated pursuant to section 484(f) of the 1930 Tariff Act, as amended).
BP will update subscribers on the availability of Revision 1 of the 2004 HTS as new information is available.

If the Miscellaneous Trade and Technical Corrections Act of 2003 (H.R. 1047) is enacted in 2004, any resulting changes (depending on their effective dates) would be reflected in the HTS at some point.
