ITC Institutes Investigations on Proposed CAFTA (Including Dominican Republic) and Proposed Morocco FTA

The International Trade Commission (ITC) has issued two notices announcing that, following receipt of requests from the U.S. Trade Representative (USTR), it has instituted investigations under 19 USC 3804(f) regarding the potential economy wide and selected sectoral effects of the proposed Central America Free Trade Agreement (CAFTA) including the Dominican Republic, and the proposed U.S.-Morocco FTA.

The ITC states that it will seek input for these investigations through public hearings on April 27, 2004 (CAFTA) (tentative) and on April 29, 2004 (Morocco FTA).

Reports to Assess Likely Impact of FTAs on Economy and Specific Sectors

According to the ITC, the reports will assess the likely impact of the proposed FTAs on the U.S. economy as a whole and on specific industry sectors, including the impact the proposed FTAs would have on the gross domestic product; exports and imports; the production, employment, and competitive position of industries likely to be significantly affected by the proposed FTAs; etc.

ITC to submit reports to President and Congress. The ITC is required to submit its reports to the President and Congress not later than 90 days after the President enters into an FTA, which can occur 90 days after he notifies Congress of his intent to do so.
