The International Maritime Organization (IMO) Secretary-General has urged intensified efforts to meet the July 1, 2004 deadline for the new security regime specified in SOLAS chapter XI-2 and the International Ship and Port Facility Security (ISPS) Code, in wake of the Madrid terrorist attacks of March 11, 2004.
