AD: Mexico Gray Portland Cement and Clinker

The International Trade Administration (ITA) has amended its final results of the antidumping (AD) duty administrative review of gray and portland cement and clinker from Mexico for the review period of August 1, 1996 through July 31, 1997, as there is now a North American Free Trade Agreement (NAFTA) Binational Panel notice of final action which affects CEMEX, S.A. de C.V. (CEMEX) and GCC Cemento, S.A. de C.V. (GCCC)1 2.

Amended Final Results of AD Duty Administrative Review

1 The ITA states that it collapsed CEMEX and GCCC into one entity for purposes of this AD duty administrative review.

2 The ITA states that GCCC's formal name during the administrative review was Cementos de Chihuahua, S.A. de C.V.

Current AD Cash Deposit Rate for CEMEX and GCCC Unaffected

The ITA states that it has determined that the revised rate of 37.34% (instead of 49.58%) exists for the review period of August 1, 1996 through July 31, 1997. However, the revision does not affect the current AD cash deposit rate for CEMEX and GCCC, as its current rate was established in the final results of its administrative review for the most recent period.

Assessment Instructions for the Review Period (08/01/96 - 07/31/97)

The ITA states that it will determine, and U.S. Customs and Border Protection (CBP) will assess, appropriate AD duties on entries of subject merchandise exported by firms covered by this review. In addition, the ITA states that it will issue appropriate assessment instructions directly to CBP within 15 days of March 11, 2004.
