Background
On March 16, 2004, CBP issued a message from the FDA (Adm: 04-0506, which superceded Adm: 04-0497, dated 03/15/04) alerting filers of this OASIS problem, and instructing them what to do until it was resolved.
(The March 16th message had stated that until the problem was resolved, the FDA was requesting filers to submit PN information for subject imported food via FDA's Prior Notice System Interface (PNSI) at: https://www.access.fda.gov/oaa.
The message had also stated that filers should continue to submit entry data via ABI, and were to include the PN confirmation number received via PNSI, for each line requiring PN data, using a "PNC" affirmation of compliance code. If this affirmation was submitted, the message stated that no other PN related data is required.
Once OASIS was restored, the message had stated that FDA would process the entries which had been submitted to ABI during the downtime. In addition, for perishable commodities, or as directed by the local FDA office, the message had stated that filers should submit paper documents until further notice. )
