CBP Announces Seminars on the Advance Electronic Cargo Information Requirements for Inbound Air Cargo

U.S. Customs and Border Protection (CBP) is preparing to implement its requirement that advance electronic information be presented for inbound air cargo through its CBP-approved data interchange system, which is currently the Air Automated Manifest System (AMS).

According to CBP, because of the significant impact this requirement will have on the trade community, its Office of Field Operations, Office of Trade Relations, and the Office of Information and Technology plan to conduct seminars atnine airports to present the major provisions of the regulations and policies and answer questions from the affected parties.

Different Inbound Air Cargo Compliance Dates, Depending on Airport Location

On March 4, 2004, CBP published its revised compliance schedule for the required advance electronic submission of information for cargo brought into the U.S. by air. According to CBP, there are three different compliance dates, depending on the location of the airport where the cargo arrives in the U.S. - August 13, 2004 (East Coast states), October 13, 2004 (Central states), and December 13, 2004 (West Coast states) (see BP note below for the lists of states assigned to each compliance date).

CBP Will Consider Requests to Begin Submitting Advance Electronic Information Before the Compliance Dates

In a press release announcing its revised compliance schedule for inbound air cargo, CBP states that it recognizes that some carriers, in order to complete the automation process at all their arrival locations, may desire to begin submitting data for those ports in an earlier time frame. CBP states that it will work with these carriers, and if staffing and training requirements permit, will accommodate their requests.

Seminars are Open to Current and Potential Air AMS Participants

CBP states that its seminars are open to current and potential Air AMS participants (air carriers, container freight stations, ABI filers, and express consignment carrier facilities).

According to CBP, beginning on the dates listed, CBP will require electronic transmission of advance information for any cargo that arrives in the U.S. by air at a port of entry within one of the locations specified:
