CBP Corrects 'BN' Reject Problem in 'WP' In-Bond Application

U.S. Customs and Border Protection (CBP) has issued an administrative message announcing that an Automated Broker Interface (ABI) program correction was implemented on March 3, 2004 that corrects the 'BN' reject problem that filers of the Food and Drug Administration (FDA) prior notice 'WP' in-bond application were experiencing.

Before Correction, 'WP' Filers With Legitimate Consignee Data Were Rejected

According to CBP, filers had been sending legitimate consignee information yet were receiving application 'BN' rejects with an 'F' (foreign based consignee) reject reason code. CBP states that this will no longer occur unless the consignee is actually foreign. CBP notes that a foreign consignee should never be sent in any FDA interface transaction.

CBP states that in order to ensure an error-free 'WP' transaction and 'BN' response with prior notice confirmation number, filers should send the entire set of consignee affirmations of compliance which include CON, COM, COF, COP, COE, COC, C01, C02 (if applicable), COU, COV, COZ, and COA.

CBP notes that CON does not have to be sent on a Type 62 Transportation and Exportation (T&E) in-bond. CBP states that the CON, when sent, must be in the required ABI format as shown on page ENS-10 of the Customs and Trade Automated Interface Requirements (CATAIR). CBP adds that if an IRS number is sent, it must contain the suffixes (format: NN-NNNNNNNXX).

(In November 2003, CBP announced that a new 'BN' application was created to, among other things, allow CBP to transmit the results of FDA prior notice processing for 'WP', 'HI', 'HN', and 'EI' transactions to filers at the FDA line-item level.

CBP also announced in November 2003 that the 'WP' in-bond update application was modified to accept the FDA prior notice data for imported food. CBP stated that the modified 'WP' application will, among other things, permit FDA prior notice data to be provided for in-bonds, foreign trade zone (FTZ) admissions, and other transactions not involving an entry.
