Belarus: New (622N)
The Committee for the Implementation of Textile Agreements (CITA) has issued a notice announcing that, effective March 5, 2004, it is implementing a new unilateral quota on glass fiber fabrics in sublimit (622N) that are produced or manufactured in Belarus and exported during the January 1, 2004 through December 31, 2004 period.

(Belarus cat 622 is already subject to a quota of 9,646,000 m2 for goods exported during the January 1, 2004 through December 31, 2004 period. There is also a sublimit of 1,590,000 m2 on Belarus cat (622L) for exports in 2004.)
CITA states that a January 10, 2003 U.S.-Belarus bilateral textile memorandum of understanding (MOU) called for a sublimit on Belarus cat (622N), but as the U.S. and Belarus have been unable to reach agreement on the terms of this sublimit, the U.S. has implemented the sublimit unilaterally pending an agreement with Belarus.
According to CITA, this new sublimit may be revised if the U.S. and Belarus reach agreement on the terms of this sublimit, or if Belarus becomes a member of the World Trade Organization (WTO) and the U.S. applies the WTO agreement to Belarus
