AD: Japan Polychloroprene Rubber
The International Trade Administration (ITA) has initiated an antidumping (AD) duty changed circumstances review of polychloroprene rubber from Japan to determine whether Showa Denko K.K. (SDK) is the successor-in-interest to Showa DDE Manufacturing K.K. (SDEM) and DDE Japan Kabushiki Kaisha (DDE Japan) (collectively SDEM/DDE Japan) for purposes of AD duty liability.

According to the ITA, on January 14, 2004, SDK submitted a letter stating that it is the successor-in-interest to SDEM/DDE Japan, and, as such, is entitled to receive the same AD duty treatment as these companies have been accorded.
The ITA states that SDK requested an expedited AD duty changed circumstances review. However, the ITA states that because the submitted record supporting SDK's claims is deficient, the ITA finds that it would be inappropriate to expedite this action by combining the preliminary results of review with this notice of initiation.
The ITA states that during the course of this AD duty changed circumstances review, it will not change the AD cash deposit requirements for the merchandise subject to review, unless a change is determined to be warranted pursuant to the final results of this review.
