Miscellaneous International Trade Notices
The Wall Street Journal reports that the Department of Homeland Security (DHS) and U.S. Customs and Border Protection (CBP) are developing a new security initiative aimed at identifying and catching possible terrorists before they board a U.S. bound plane. CBP Commissioner Bonner states that such a program could help avoid the kind of flight cancellations that happened in December over terrorist fears. Bonner added that the program would be voluntary and that they were considering seven specific sites. (WSJ, dated 03/01/04, www.wsj.com )

2. More Than 200 FTAs and There is no Standard Origin Rule
According to an article in the American Shipper, companies are devoting more staff and resources in their customs compliance departments just to keep up with the proliferation of origin rules in the more than 200 free trade agreements (FTAs) internationally. The article also notes that the World Trade Organization's (WTO) Committee on Rules of Origin is targeted to finish its non-preferential rules of origin harmonization recommendations by the end of 2004.
