A recent Journal of Commerce editorial stated that U.S. Customs and Border Protection's December 2003 regulations on the advance electronic presentation of cargo information for inbound ocean cargo have provoked a firestorm of criticism among trade groups by defining the shipper in the transport contract as the "foreign vendor, supplier, manufacturer, or other similar party," and specifically not a freight forwarder or other logistics provider. 2. ELVIS for Vietnam Expected to be Implemented Soon

The U.S. Association of Importers of Textiles and Apparel (USA-ITA) has issued a Textile Development Memo stating that the U.S. and Vietnam signed an Electronic Visa Verification (ELVIS) Agreement on February 19, 2004 under which Vietnam is expected to begin transmitting visa information to the U.S. within the next 30 days. Once a date is announced for implementation, both a paper visa and ELVIS transmission are expected to be required for Vietnam textiles and apparel subject to visa requirements. 3. Census Expands 2003 Annual Trade Survey

The Bureau of the Census has issued a notice stating that it is expanding the 2003 Annual Trade Survey (ATS) to include manufacturers' sales branches and offices, effective January 30, 2004.
