Census Posts Updated List of HTS Numbers That Cannot be Used to Report Exports

The Census Bureau has posted to its Web site a list of 174 Harmonized Tariff Schedule (HTS) numbers that are not valid for reporting exports (either on a paper Shipper's Export Declaration (SED) or Automated Export System (AES) equivalent) as of January 1, 2004.

These 174 HTS numbers cover various articles in HTS Chapters 2, 3, 5, 7, 10, 12, 16, 17, 19, 24, 27, 52, 81, 84, 85, 88, and 90.

In addition, Census sources state that exporters attempting to put these HTS numbers into AES or AESDirect (Census' Web-based system that allows filers to electronically file SED information with AES at no charge) will have their shipments rejected.

Schedule B Numbers Must be Used for Articles Covered by the 174 HTS Numbers

Census sources state that for articles covered by these 174 HTS numbers, exporters must instead use the associated Schedule B numbers.

(Census sources have previously stated that the Schedule B numbers are required because they provide more detail for the articles than do the HTS numbers. Census sources have previously noted that Schedule B has more detail for these articles because the U.S. exports more of these articles than it imports.)

List of HTS Numbers That Cannot be Used for Export is Updated Periodically

According to previous Census statements, the list of HTS numbers that are invalid for use in export reporting is updated periodically (e.g., to reflect changes in the HTS, etc.).
