AD: Italy Pressure Sensitive Plastic Tape

The International Trade Administration (ITA) has issued the preliminary results of the antidumping (AD) duty changed circumstances review of pressure sensitive plastic tape from Italy.

Preliminary Results of AD Duty Changed Circumstances Review

According to the ITA, Tyco Adhesives Italia S.p.A. (Tyco), an Italian holding company, advised the ITA that on May 8, 2001, it acquired Manuli Tapes S.p.A. (Manuli) from its owner, Manuli Packaging Group, S.p.A. (Manuli Packaging). The ITA states that up to that point, Manuli was a wholly-owned subsidiary of Manuli Packaging.

(The ITA notes that prior to Tyco's purchase of Manuli, Tyco did not hold an ownership interest in any other company, nor did it produce or sell any subject or non-subject merchandise.)

As a result, the ITA states that it preliminarily determines that Tyco is the successor-in-interest to Manuli for purposes of determining AD liability. Thus, with respect to subject merchandise, the ITA has preliminarily determined that Tyco should receive the same zero AD duty cash deposit rate as Manuli.

The ITA notes that on December 31, 1999, Manuli Autoadesivi S.p.A. changed its name to Manuli Tapes S.p.A.
