Miscellaneous International Trade Notices
The Bureau of Industry and Security (BIS) has issued a notice stating that the President's Export Council Subcommittee on Export Administration (PECSEA) will hold a partially open meeting on February 25, 2004 in Washington, DC. According to BIS, PECSEA provides advice on matters regarding portions of the Export Administration Act, as amended, that deal with U.S. policies of encouraging and controlling certain trade. 2. Canada to Issue Advance Commercial Information Regulations in 2004
The Canada Customs and Revenue Agency (CCRA) has issued a fact sheet concerning Advance Cargo Reporting, which is one element of the Advance Commercial Information (ACI) initiative. According to the CCRA, ACI regulations will be introduced later in 2004, and will include further details on the proposed timeframes for mandatory electronic reporting of cargo data (e.g., 1 hour prior to arrival for non-FAST shipments, no advance reporting requirement for FAST shipments; 2 hours prior to arrival for rail shipments). The regulations will also include the projected implementation schedule, commencing with marine shipments by April 2004 (a 24-hour rule) and following with other transportation modes and mandatory electronic release data. 3. Homeland Security Advisory Council to Meet Via Teleconference Feb. 18th
The Department of Homeland Security (DHS) has issued a notice which states that the Homeland Security Advisory Council (HSAC) will meet via teleconference in an open session on Wednesday, February 18, 2004, from 3 p.m. to 4 p.m. EST. DHS states that the HSAC will continue its discussions on development of a National Homeland Security Award for Excellence, etc. Interested members of the public may listen to the teleconference meeting by calling a toll free number provided upon registration.
